The Minimalist GNU for Windows is what I would recommend, which can be found at www.mingw.org
Aside from the compiler and libraries included with the full MinGW setup, that's all you need. Source files can be written in Notepad just fine.
There are plenty of programs you can find to make it easier, but they're really not necessary for small applications and learning.
If this is your first programming language, I would highly recommend Programming in C by Stephen G. Kochan, which you can find very very cheap used on Amazon and similar stores.
Notepad to write it. You can use gcc (it's free) to compile. The excellent DVD to Apple TV software also enables you to custom file size.
I am starting to learn C programming language but I do not know what compiler and other stuff to write my program. I have a Windows computer, what do i need to download.
Or you can use Visual C++ (free from Microsoft) to both write and compile.
If you want to be difficult and compile using the windows shell, you can download and install gcc compiler. Otherwise, just download an IDE.

This is what I do.It can Convert DVD to BlackBerry video for Blackberry Storm 9530 9500, 8800.
1) zip the files in a password protected zip file (only those with the password can access the files)
2) upload the files to a windows live skydrive account (25gb free space, used to be 50gb)
3) give them the URL and password.
You can upload single files up to 50mb in size.
You may find there is a way to do this on YouTube but not sure.
