I have one of the cheapest phones available, (T-Mobile), and I want to download a photo to my phone. I have no email on my phone, and no internet. I have bluetooth, but I do not think my computer does. How can I download a standard photo(jpg, whatever) from my PC to my cell-phone?

You can download all different ones in different web sites. Go on google.com and ask that question Im sure it will work.
and i dont think theres more than the expansion pack.

I want to download a song onto my phone without paying for it. But I don't want to illegally download it. I think a website would be best, but I don't know which one to use. If I have to pay for it, I would like it to be cheap. My phone carrier is Sprint PCs, i think.

Usually when I want to get a song on my phone, I go to youtube and I use a program called the youtube downloader and download the video onto my computer.
then I use a program called "any audio converter" and convert the video to an mp3 (its not really stealing because you're able to listen to the song on youtube for free anyway.) after I download the mp3, I delete the video off my computer because I don't really need it anymore.
then I go to www.ventones.com and sign in (the account is free) and I upload the mp3 file to ventones, then I click on "send to phone" (which is also free). Ventones creates free ringtones, but you can choose how long you want the tone to be, so you can get the whole song if you want.
it sounds like a long tedious process, but once you get the hang of it, it only takes a few minutes.
do a google search for "youtube downloader" and "any audio converter". they are both free programs.
Of course, YouTube has almost every song. Google 'YouTube Downloader' and download it. After you download it, open it up. Then, you go to the video you want on YouTube. After you download the video, you have to convert it to mp3. Then you can drag the mp3 files to your phone.
